Multifunctional centers for the provision of public services  represent a kind of point of contact between the authorities and the people. During the New Year holidays, the MFC operates in Moscow as follows:

  • Until December 29, inclusive, all offices will operate as usual.
  • On December 30 and 31, all branches of multifunctional centers for the provision of public services will stop accepting documents. On these days, only the issuance of documents and the provision of advice to clients on issues of interest to them will be made.
  • Also on December 31, the working day in all branches of the MFC will be reduced by 1 hour.
  • In the period from January 1 to January 8, all branches of multifunctional centers for the provision of state and municipal services  will be closed. At this time, electronic applications will not be accepted through the public services portal.
  • From January 9, all branches of the MFC start working according to the standard schedule.

Currently in Moscow there are more than 100 points of multifunctional centers where citizens can get most of the range of public services without reference to registration of their place of residence. Every month all Moscow MFC service more than 1.5 million customers. The annual number of citizens who applied to multifunctional centers for public services exceeds 15 million people. Multifunctional centers providing state and municipal services (MFC) began to open in Russia in 2010. In the past 3 years, this process has been particularly active. According to the Ministry economic developmenttoday there are more than 2.5 thousand centers and more than 10 thousand MFC offices in the country. In practice, it works very simply - a person treats his problem to the center as an intermediary. The most commonplace example is that the visitor needs the services of a “passport office” (an extract from the house register or some similar reference was needed). The MFC, through the information system, contacts the appropriate authority, enters customer data and generates the necessary document. Another common example is the registration of registration (registration). In this case, of course, one visit will not manage. The MFC accepts the citizen's document and transfers it to the appropriate unit of the Migration Service, where the registration is carried out. In due time, the document is sent back to the MFC, from where a citizen can pick it up. Which authorities can contact through the service "one window"

Government Decree No. 797 of September 27, 2011 establishes a list of services that can be organized in multifunctional centers. The functions of the IFC include the organization of the services provided by the following bodies and services:

  • The Ministry of Internal Affairs (MVD) - providing information on the presence (absence) of a criminal record, on the fact of criminal prosecution or its termination, on administrative violations in the field of traffic rules.
  • The Federal Migration Service (since 2016 acts as a subdivision of the Ministry of Internal Affairs) - receiving and issuing documents on registration at the place of residence or stay (including registration of foreigners and stateless persons), issuing a civil passport, receiving documents on an international passport (until MFC passport is not fully processed, but only accept documents, that is, a person will have to come in person to get a passport at the FMS).
  • Pension fund - registration of citizens, issuance of a certificate for maternity capital and consideration of applications for disposing of them, accepting applications for benefits or refusing them, accepting applications for transfer to a non-state pension fund, accepting applications for establishing benefits and supplements to it, informing on the state of the pension account, on social assistance, on pension legislation and much more.
  • Federal Bailiff Service (FSSP) - informing about the availability of enforcement proceedings regarding citizens and legal entities.
  • Registry offices - registration and dissolution of marriage, registration of birth and death of a person, issuance of certificates and extracts.
  • Rosreestr - registration of rights to real estate and transactions with it, cadastral registration, the provision of information from the Real Estate Register and Cadastre.
  • The Federal Property Management Agency - preliminary approval and provision of land plots (with and without tenders), issuing extracts from the Register of Federal Property.


In addition, regional bodies executive power  and local governments (administrations) can provide public services through the MFC, the list of which includes more than 70 items. They include a wide range of services in the field of family and childhood: putting in line for a place in kindergarten, addressing issues of adoption of children, accrual of benefits and other measures to support large families. In addition, it is possible to transfer through the MFC readings of water and electricity meters, register with the labor exchange, initiate the process of issuing a building permit or redeveloping an apartment, and receive a lot of various services. Some MFCs provide assistance in obtaining licenses, permits for the installation of advertising structures, a hunting ticket, and so on.

How MFC can help entrepreneurs

The functions of the MFC can be useful for persons who are or are only going to start an entrepreneurial activity. Among other things, they can contact the following authorities:

  • Federal Tax Service (FTS) - registration individuals  as individual entrepreneurs and peasant farms, providing information from various open state registries (taxpayers, legal entities, entrepreneurs, disqualified persons), accepting applications for issuing a certificate of tax payment, informing citizens about tax legislation.
  • Rospotrebnadzor - giving notifications to entrepreneurs engaged in certain types of activities;
  • The social insurance fund is the reception of statements, registration and deregistration of entrepreneurs acting as insurers.

Government services and a bit more

The service of multifunctional centers does not stand still - there are possibilities in the legislation to expand its powers. This means that the list of services will be expanded. For example, from the end of 2016 it will be possible to exchange in the MFC driver's license  or restore them in case of loss (now it is only possible in the traffic police). In addition, the Ministry of Economic Development is talking about the imminent introduction by experiment of the opportunity for the population to get a passport to the MFC without visiting the FMS.

In addition, the Ministry of Economic Development and Trade recommends that services develop ancillary services that would make customer circulation completely comfortable. For example, installation of ATMs, payment terminals and copying equipment, the provision of legal and notarial services, as well as access to the Internet.


Differences in MFC activities by region

For the time being, the “one window” service in each region provides its own set of services. In some regional MFCs (Moscow, St. Petersburg) more services are provided than in populated areas of smaller scale. In addition, within the same city, different divisions of service may render services that differ in their set. The most popular of them, such as registration or receipt of certificates, are performed in most departments. Moscow’s public service centers provide the most comprehensive list of public services for visitors, and they are constantly expanding. For example, quite recently, according to the mayor Sergey Sobyanin, it became known that an experiment on registration of pensions in the MFC is planned soon.

The cultural capital of Russia lags slightly behind Moscow in terms of the number of MFCs - St. Petersburg has 58 such institutions. However, it is worth considering that the population of the city is 2.5 times less than in Moscow. Therefore, in the two largest cities of Russia, the coverage of residents by public service centers is about the same - for 70–80 thousand residents there is one center or office of the MFC. St. Petersburg, like Moscow, provides its residents with the widest range of public services that can be obtained from the “one stop shop” service.

In addition, the leaders in the number of centers are Rostov and Volgograd regions, as well as the Krasnodar Territory.


How quickly can you get services at the MFC?

Each public service has a deadline set by law, which the authorities do not have the right to violate. For example, for registration of registration at the place of residence (stay), this period is 3 days from the time when the documents are received by the registration authority (migration service). The functions of the MFC include the transfer of documents to the appropriate state structure, which requires additional time. Most often it is no more than two or three days. Thus, the term of service is increased slightly, but the level of convenience for the client - on the contrary.

According to the centers themselves, there are practically no queues at them. For example, in Moscow, only 1% of MFC clients are waiting for more than 15 minutes. Mode of operation in institutions of different cities is set so that visitors can use their services during off-hours. There are offices open until 21:00, as well as on Saturdays. And in the capital of Russia they went even further - here the centers work from 8:00 to 20:00 every day without days off. It should be noted that in order to receive some services, you must make an appointment in advance through the MFC website.

Legal regulation

The activity of the MFC is regulated by Federal Law No. 210-FZ of July 27, 2010. It establishes the principles of organization of the service, the rights and obligations of the centers themselves, as well as state bodies in terms of cooperation with the MFC. Public services are provided on the basis of agreements on the interaction of bodies with each other and with the “one-stop shop” service. In accordance with this law, municipal and state authorities are obliged to provide the MFC with the necessary information, as well as access to information systems containing such information.


More specific rules for the organization and operation of the MFC divisions are set forth in Government Decree No. 1376 of December 22, 2012. It defines the minimum regulatory requirements for such parameters as the logistics and information support of the MFC, the operating mode, location, area of ​​the center (office), the number of windows and some others. The issue of interaction of centers with state and municipal bodies and the procedure for concluding agreements is covered in the above-mentioned government resolution No. 797. This document also defines the list of services that are implemented through centers and offices of the “one-stop shop” service.

The project for the implementation and development of the multifunctional centers service is led by the Ministry of Economic Development of Russia. In order to build and create new MFC service offices, regional authorities and local governments are watching. It is entrusted to develop the network of centers for the regions mainly at their own expense, however, if necessary, they can receive assistance from the federal budget.

New name MFC: "My Documents"

Over the past three years, the Ministry of Economic Development has been actively developing the MFC project - the addresses of new divisions now and then appeared on the maps of Russian cities. At the end of 2014, it was understood that the MFC needs to change its name. Since then, the rebranding of the multifunctional centers has begun - the service has been called My Documents. Under this name, new offices are opened and old ones are functioning. The updated “one window” service operates under the motto “For all occasions”. The curator of the project, the Ministry of Economic Development, has developed a unified standard for the provision of services for all centers and offices in the country, whatever regions they may be. The ministry said that they set themselves the goal of making a truly friendly and customer-oriented service that could become a reliable person in the process of communicating with government agencies and facilitate the receipt of various documents.


Future plans

Today the functions of the MFC are constantly expanding. The plans of the Ministry of Economic Development to gradually introduce the full support of a person throughout his life. And, more precisely, in the following life situations:

  • at the birth of a child;
  • if you change your marital status - a wedding or divorce;
  • when you change the estate or family name;
  • when you change your place of residence or stay;
  • when opening a business (registration of individual entrepreneurs);
  • at registration land plot, building a house or buying an apartment;
  • if necessary, restore documents due to their loss;
  • upon retirement;
  • at the death of a loved one;
  • in many other cases.

These are the moments in life when it is especially important for a person not to be distracted by “paperwork” matters, but rather as soon as possible to tackle the current situation.

If the plans of the department are destined to come true, then perhaps the time is not far off when an ordinary Russian in his life never meets a single official. But seriously, the positive effect of the activities of the centers is impossible not to notice. Many compatriots have long had time to evaluate the work of the MFC. Reviews that they leave, in general, say that this innovation is very useful. Yes, we have to admit that not everything is perfect yet.
